Projects & Issues Tracker

This page lists some of the issues, projects, and concerns identified by the District and CWCW boards.  Items on this list are not necessarily active efforts by the District or its staff. The Board should assign or a Supervisor should volunteer to serve as a Board member-champion for any item moved to Active. That Supervisor shall be responsible for providing reports to the Board during its monthly meetings. 

This list shall not obligate the District or its Board in anyway. It serves as a tracking and informational tool only.

  1. FDOT Project to Widen Suncoast Highway
  • Champion: Nebrich
  • Status: Planning
  • Entity: CWCDD, CWCA
  • Description:
    • Reference FDOT plan to widen Suncoast Parkway, including the section bisecting District. Identify concerns. Identify District needs. Develop communications strategy between District, its residents and FDOT. Goal to preserve quality of life. Minimize/reduce noise pollution. Improve aesthetics.
  • Updates:
    • Initial contacts made with a SME to discuss potential impacts to CWCDD. Further meetings and Board discussion required.  CWCDD Engineer communicated curated concerns to FDOT project manager.  The Cheval West Express Newsletter captures many of these concerns. This effort will continue.
    • Chair Nebrich attended FDOT public information meeting in June 2024

Barcode Issuance Policy

  • Status: Inactive
  • Entity: CWCDD, CWCA
  • Description
    • Review and possibly modify District's barcode issuance policy. Board to revisit policies on vehicle registration requirements and policy regarding non-owner occupants/tenants. Legacy system limited to 9,999 numbers and the current barcode system has reached that limit. Camera system supports LPR, but current software solution doesn't integrate or support such without significant costs.

Reclaimed Water Installation (by Village)

  • Status: Planning and information gathering
  • Entity: CWCDD
  • Description
    • Village by Village, no Board action: Some villages within the District have expressed a desire to have reclaimed water installed. Reach out to HC Water to learn the process and options. Share findings with any Village so interested
  • Notes:
    • Gauge desire and input from community during November 2023 Annual Meeting. Several people from different Villages have expressed a desire to resurface the reclaimed water option. County willing to engage in discussions but requires more information and guidance from the board. Please contact the board if you'd like reclaimed water in your village.

Fining Process Review

  • Description
    • Top-down review of CWCA fining process. Including consolidation of governing documents, policies, procedures, and outbound letters.
  • Notes:
    • Started on CWCA Board agenda as fining letters review. Work championed by FRC Chair. Committee going through top-down process.

CWCA ARC Request to Online Portal

  • Champion: Econom/Nebrich
  • Status: Completed
  • Entity: CWCA
  • Description
    • Discontinue paper-based ARC Request process. Consolidate into online portal. Communicate change
  • Notes:
    • Greenacre developed portal implemented at CWCA starting in Aug 2023. Driving new submissions through this system. Need to review ARC request form and add NOC form submission and archiving process. Need to develop reporting from repository.

CWCA Reserve Investment Framework

  • Description
    • Improve financial yield earned on CWCA balance sheet assets
  • Notes:
    • October 2023 Board approved financial manager @ Edward Jones. Identified excess capital. Engaged effort to complete paperwork in process. Paperwork completed in January 2024.
    • CWCA Board elected to move reserve savings to Edward Jones ~$200K. Previously, the CWCA yielded nearly nothing. Current instruments yielding between 4.5% and 5.25%. Net benefit to CWCA budget approximately $10K per year.
    • This program continues as approved using a ladder approach.

Sidewalk Maintenance Plan Development

  • Status: Completed
  • Entity: CWCDD
  • Description
    • Identify sidewalk maintenance plan and incorporate needs into annual budget and designated reserves. Interconnected with Maisons road restoration concept discussed with District Engineer.
  • Notes:
    • Field Manager obtained quotes from vendor. Awaits Board discussion. Decision to continue legacy approach of grinding and replacing as needed.
    • Completed removal of offending trees as identified by District Engineer and arborist. Completed infrastructure repair. Address several drainage concerns. 

Lutz Lake Fern Gatehouse Refurbishment Project

  • Status: Planning
  • Entity: CWCDD
  • Description
    • Develop scope and SOW for LLF gatehouse substantial refurbishment on existing footprint. Includes: new mini-split AC, complete interior restoration, complete exterior restoration, new windows, and doors.
  • Notes:
    • Project delayed by District's decision to terminate the contract with Grace Construction originally signed in July 2020. District Engineer scoping LLF for quotes. Anticipated project commencement of site work December 2024.

Ramblewood Gatehouse Refurbishment Project

  • Champion: Nebrich
  • Status: Completed
  • Entity: CWCDD
  • Description
    • Develop scope and SOW for RW gatehouse substantial refurbishment on existing footprint in lieu of RW Gatehouse expansion project. Includes: complete interior restoration, complete exterior restoration, new windows and doors. Operate within the contract originally signed in July 2020. Recapture as much value from the deposit money
  • Notes:
    • Delays caused from termination of contractor hired by in July 2020. With assistance from District Engineer, onboarded alternate general contractor to complete scope and allow for reopening of the gate.
    • Terminated Grace Construction in May 2024
    • Commenced work on remaining scope in July 2024
    • The Ramblewood gatehouse has been completely refurbished including the low-voltage system that supports the access control gates.

Access Control Infrastructure Maintenance Plan

  • Status:
    • Ramblewood completed with Refurbishment.
    • LLF renewal included in scope for its refurbishment.
  • Entity: CWCDD
  • Description
    • Create list of access control equipment. Identify lifecycle of equipment Investigate maintenance plan options. Investigate alternative methods of access control (LPR solution, etc.)
  • Notes:
    • Chambord gate renewed in FY2021.
    • Illuminated gate arms installed at LLF and RW.
    • RW Gate operators renwewed refurbished
    • RW exit gate installed
    • Mag loops renewed
    • Amazon Key refurbishment and reprogramming in August 2024

dwellingLIVE Database Update & Maintenance

  • Champion: Nebrich
  • Status: Ongoing
  • Entity: CWCDD
  • Description
    • Download, cleanse, and upload dwellingLIVE database for District parcels/Residents. Develop implementation plan to work with residents to increase awareness of dwellingLIVE community portal and app. Goal to improve access-control and reduce unneeded distractions on gate personnel.
  • Notes:
    • Communication and education effort underway advising residents of dwellingLIVE app/account. Additional back-office work is needed to normalize and cleanse database.

Street Light Privatization & Cost Reduction

  • Champion: Nebrich
  • Status: Approved, installation work to begin in September 2024
  • Entity: CWCDD
  • Description
    • Revisit lease agreement with TECO. Collect and consolidate past effort. Identify strategies to transfer ownership of this asset to District with the goal of reducing financial burden.
  • Notes
    • Last investigated by Board circa 2018. The cost for street lights in 2018 roughly $165K. For FY2023 and FY2024 this cost has increased to ~$250K/year.
    • Received proposal from StreeLeaf. Anticipate ROI six years. Options exist for payment, maintenance, etc. Major topic for discussion in Annual Meeting.
    • Received proposal from TECO.  Included uprades to pole design. Reduced annual spend from $250k/year to ~$140K/year.  Board accepted proposal. Contract signed in March 2024. 
    • Awaiting smart-city options from TECO subcontractor to leverage data infrastructure for traffic calming and community services needs.

Refuse container for refuse removal

  • Champion: Nebrich
  • Status: In Progress. Approved by HC SW & Republic, awaiting delivery
  • Entity: CWCDD
  • Description
    • Gatehouses produce normal amounts of residential waste (paper products, food containers, cleaning products, etc.). Additionally, the playground lot has a garbage container that requires emptying. Need to establish service that provides regular pickup.
  • Notes
    • Initiated request to Hillsborough County Solid Waste--request approved
    • In contact with contract carrier: Coordinating pickup location.
    • Awaiting delivery of container. Will require minor landscaping modifications to allow for rollout from behind Ramblewood gatehouse.
